RTI stands for Right to Information. RTI is an act of the Parliament of India that sets out some rules and procedures regarding citizens right to information. As per the RTI act, every resident of India has self-rule of speech and expression.

As early as in 1976, the Supreme Court said in the specimen of Raj Narain vs the State of UP, that people cannot speak or express themselves unless they know. Therefore, the right to information is embedded in Article 19. In the same case, the Supreme Court further said that India is a democracy. People are the masters. Therefore, the masters have a right to understand how the governments, meant to serve them, are functioning. Further, every citizen pays taxes. Even a beggar on the street pays tax (in the form of sales tax, excise duty, etc.) when he buys a sachet of shampoo from the market. The citizens, therefore, have a right to know how their money was stuff spent. These three principals were laid down by the Supreme Court while saying that RTI may be a part of our fundamental rights.

Invoking the rule-making power under sub-section (2) of Section 27 of the RTI Act, the Central Government Department of Personnel, Public Grievances and Pensions promulgated the Right to Information (Regulation of Fee and Cost Rules) 2005  and the Right to Information Amendment to Fee Rules 2005 (Central Fees Rules), which set out the RTI Fees Rules: RTI Act Fees Payable: RTI Fee Structure for applications made to Central Public Authorities. Similarly, State Governments have also promulgated their own Rules setting out the RTI Fees Rules: RTI Act Fees Payable: RTI Fee Structure for applications made to State Public Authorities.

Fees for submitting RTI Application under Section 6(1)

Fees for Accessing Information under Section 7(1)

(a) A4/A3 paper copies: Rs. 2/- per page created or copied

(b) Large size paper: Actual cost for a copy

(c) Samples/models: Actual cost of sample/models

(d) Fees for inspection of records: No fee for the first hour; and a fee of rupees five for each subsequent hour (or fraction thereof).”

(a) Floppies/diskettes: Rs. 50/- per item

(b) Information in printed form: Fixed price for such publication or Rs. 2/- per page of photocopy for extracts from publications.
